Thomas BIGNAL

Thomas is Policy Manager for the European Association of Service providers for Persons with Disabilities. In this position, he coordinates EASPD’s Policy Team which deals with the political representation of the organisation towards the European Union, the Council of Europe, the United Nations and other international institutions. His specific expertise is on the social services eco-system, with a focus on its EU dimension. This includes knowledge on legal frameworks (public procurement, state aid, personal budgets, private investment, …), EU funds (ESF+, Recovery and Resilience Facility, InvestEU…), social dialogue and workforce development, social innovation and the UN Convention on the Rights of Persons with Disabilities. Thomas has authored reports and studies on all the aforementioned elements and is also actively involved with several other European platforms: Social Services Europe, Social Platform, Steering Board for Social Infrastructure, Coordinated Action on COVID-19 and Social Services, etc. Thomas has experience in project development, coordination, management and dissemination with a variety of EU programmes (EaSI, Erasmus+), totalling several million euro. In terms of his studies, Thomas has a BA in Politics and International Relations and an LLM in International Law with International Relations. He is also fluent in English and French.
